For major tenders, EMC typically uses the following contractor selection process:
Step 1: Expression Of
Interest (EOI)
EMC will invite potential bidders to complete an Expression of
Interest (EOI) Form. Forms will be available from BIDS
Website (www.bids.ca) as the
individual EOIs are released. Potential bidders must be
registered through www.bids.ca to
access the forms. A listing of upcoming EOIs will be posted under
the Procurement section of this Website as well as the NOIA Website
(http://www.noia.ca)
Step 2: Contractor
Qualification Process
Following the Expression of Interest Stage, EMC will issue a
Prequalification Questionnaire to potential bidders to assess their
qualifications against particular criteria e.g., SHE (safety health
and environment) technical, financial, and experience level
including experience operating in the Newfoundland and Labrador
offshore environment.
Step 3: Contractor
Selection
EMC will invite qualified vendors or contractors from the
Prequalification Process to submit bids against an Invitation to
Tender document. These bids are then assessed against a
predetermined evaluation plan leading to selection of a preferred
bidder. Following an approval stage, a contract is then awarded to
the successful bidder.
In addition to major contracts, the Project has numerous subcontracts and supply needs. These will range from small requirements to substantial pieces of work.
